A summary of the substantive changes to the NZQA Rules can be found here. These Rule changes will come into effect on 22 August 2018, with changes to the PTE Registration Rules 2018, which come into effect on 23 August 2018. Copies of these Rule changes can be found in the attached pdf (PDF, 4.8MB) which were approved by the Minister of Education.

Changes made to the NZQA Rules include: 

- the removal of Rule 18.6 from the NZQF Programme Approval and Accreditation Rules, meaning thatinstitutions will no longer be able to provide internal English language proficiency assessments. A transition period for institutions that currently provide such assessments is allowed until 31 December 2018, if an exemption notice is applied for.

- a new Rule requiring PTEs to cover the international student costs associated with the closure and transfer of international students

- a new record keeping rule for institutions and ITOs (PTEs already have this requirement)

- require the language of instruction (other than English or te reo Māori) to be listed on the formal document certifying a qualification 

- update to requirements to maintain consent to assess standards against the Directory of Assessment Standards

- a new rule requiring PTEs that have ceased delivery of a programme, training scheme or standards during an enrollment period to cover the international student costs associated with the closure and transfer of those students.

We encourage education organisations to review their policies against the new Rules that are relevant to them, to ensure compliance for when they come into effect.
